Massachusetts regulators are seeking detailed information from licensed sports betting operators about their player limitation practices, aiming to understand the scope and impact of these restrictions.

The Massachusetts Gaming Commission has authorized its Sports Wagering, Legal, and Communications Divisions to gather data from seven licensed operators regarding customer limitations. This investigation will examine how many players face restrictions and whether winning or losing patterns influence these limitations.

Key areas of investigation include:

  • Total number of limited patrons
  • Percentage of players facing restrictions
  • Correlation between winning behavior and limitations
  • Treatment of VIP players who show losing patterns

The commission may implement new regulations based on findings, potentially requiring:

  • Mandatory notification to players about limitations
  • Regular reporting requirements to the MGC
  • Clear protocols for implementing player restrictions

This initiative emerged from two industry roundtables, with the second meeting occurring after operators missed the initial May session. During the September roundtable, operators explained that limitations typically target a small percentage of users who may exploit the system, rather than targeting winning players exclusively.

Operator perspectives:

  • Fanatics Betting and Gaming reported that over 90% of winning customers face no restrictions
  • More than half of limited users were "net losing" when restricted
  • Factors for limitation include responsible gaming concerns, behavior patterns, and exploitation of platform errors

The MGC's data collection will begin in the coming weeks, providing concrete evidence about limitation practices and their implementation across Massachusetts sports betting platforms.
