The incident occurred when ED investigators, led by Assistant Director Poluri Chenna Kesava Rao, were conducting a money laundering investigation aboard the gambling ship docked on Goa's Mandovi River. Casino employees reportedly confined the officials to a room, destroyed evidence, and prevented them from continuing their investigation.

Three suspects have been identified: casino director Ashok Wadia and senior employees Gopal Ramnath Naik and Arati Raja, along with other staff members. A formal complaint was filed with Panaji police following the incident.

Local media outlet The Goan highlighted that the confusion may have stemmed from the investigators being in plain clothes, noting this is a common issue during law enforcement operations. They suggested that uniform requirements during official duties could prevent similar incidents in the future.

The ED officials were conducting legitimate searches and document seizures when casino security personnel, believing they were dealing with imposters attempting to defraud the establishment, initiated the confrontation.
