North Carolina Town Leaders Oppose Casino Plans in Neighboring County, Demand Public Vote

Commercial casino developers targeting a potential resort location have faced opposition from leaders in the neighboring Town of Summerfield, who insist local residents must have input through a referendum.

Summerfield officials filed a resolution requesting Rockingham County to mandate voter approval before any casino development can proceed. This comes amid reports of state efforts to authorize commercial casinos in Rockingham, Anson, and Nash counties.

The casino legislation discussions, reportedly led by State Senate President Pro Tempore Phil Berger, have largely occurred behind closed doors. There are plans to potentially include the gaming statute in the state budget omnibus during a special General Assembly session.

Nash County has already passed a ceremonial local referendum ordinance for casino approval, though it would only become binding if the state legislature includes a local support provision in the final casino law.

Summerfield Mayor Tim Sessoms emphasized their primary goal is ensuring Rockingham County residents have a voice in the decision. Concerns have emerged about potential conflicts of interest, as Rockingham Board of County Commissioners Chair Kevin Berger is the son of Senator Phil Berger.

The Summerfield resolution acknowledges the legislature's support for rural tourism but expresses concern about allowing casinos and gaming activities without local input. Various community leaders and organizations, including the Christian Action League, have voiced opposition to the casino development plans.

Local resident Franklin Stuar reflected popular sentiment, stating, "It should definitely be voted on. That's how the system works." Nash County Commissioner Chair Robbie Davis similarly supports giving final authority to local citizens on such controversial matters.
