Empire City Casino, operated by MGM Resorts International since its $850 million acquisition in 2019, has generated over $5 billion for New York State, with a significant portion supporting public education.

The Westchester County facility features 4,448 video lottery terminals (VLTs), generating approximately $25 million monthly for education. Revenue distribution includes:

  • 39.5% retained by Empire City
  • 50.5% allocated to New York State Education Fund
  • 10% distributed to gaming manufacturers and Gaming Commission

Each VLT machine averages $356 in daily wins, with the facility contributing about 30% of all VLT casino education funds statewide.

MGM Resorts plans to transform Empire City pending approval of a downstate casino license. The proposed $500 million development includes:

  • Live dealer table games
  • Retail sports betting
  • Vegas-style slot machines
  • 5,000-seat entertainment venue
  • Multiple dining outlets
  • Late-night lounge

Recent improvements include:

  • VIP gaming room addition
  • Employee dining area upgrade
  • New LED lighting installation
  • Historic racecourse enhancements

The planned expansion would create 2,500 direct jobs and generate over $1 billion in annual economic impact, while supporting more than 10,000 indirect and induced jobs in the region.
